Whereas:The Youth Criminal Justice Act (YCJA) came into effect on April 1, 2003 with the goal of providing the legislative framework for a fairer and more effective youth justice system.
And Whereas:Bill C-25, An Act to Amend the Youth Criminal Justice Act, seeks to strengthen the provisions of the YCJA on pre-trial detention and sentencing.
And Whereas:The tragic death of Theresa McEvoy at the hands of a young offender in 2004 and the resulting public inquiry by retired Justice Merlin Nunn led to 34 recommendations on reforming youth justice, including seven specifically focused on strengthening the YCJA.
And Whereas:The federal Department of Justice has acknowledged that Bill C-25 was "inspired" by the findings of the Nunn Commission.
And Whereas:The Minister of Justice and Attorney General for Canada has committed to a comprehensive review of the YCJA.
We call upon Parliament to: Adopt all seven of the Nunn Commission's recommendations on strengthening the YCJA through Bill C-25 and the federal review of the YCJA, to give Canadians the protection from youth crime they deserve and expect.
